Light Sentence: House Moves to Amend the Law to Avoid Future Occurrences of Stealing “with impunity”

In a development that most Nigerians will find welcoming, the Federal House of Representatives has urged the Economic and Financial Crimes Commission (EFCC) and Attorney General of the Federation (AGF) to appeal the rather light judgement of an Abuja High Court on Police Pension fraud where the accused pleaded guilty to embezzling over N23bn.

It will be recalled that Justice Abubakar Talba had recently sentenced John Yusuf to two years imprisonment (after he was found guilty) with an option fine in the sum of N750,000 that was promptly paid. Meanwhile, while expressing displeasure over the ruling, the lawmakers stressed the need for stricter punishment for the culprits. In addition, they resolved to commence the process towards the amendment of Section 309 of the Penal Code and Criminal Code to reflect present-day realities.

The resolution was reached as the lawmakers adopted a motion under a matter of urgent public importance sponsored by Minority Whip, Samson Osagie, who called for the intervention of the House. According to Osagie “We cannot keep silence and allow this monumental fraud go unnoticed because it has the propensity of assuming monumental dimension in future.

“If we are committed, we will ensure that appropriate punishment is meted out to those who deprive the people of the common wealth for their own private use. Notwithstanding that appropriate government agencies are making moves to appeal the judgement, the National Assembly should make a resolution judgement as well as amend the Penal and Criminal code.”

Another Lawmaker, Jerry Manwe argued that the judgement would further entrench the scourge of corruption among public office holders who will in turn set some of the ill-gotten wealth aside for settlement of fines by the courts: “My appeal is that the National Assembly should look into the laws and amend it so that people don’t come into public offices to steal with impunity and get away with it,” Manwe said.

On his part, Femi Gbajabiamila, the minority leader blamed the judge, saying the provisions if the law give the adjudicating officer the option of fine, that is to use his discretion and it is left to him to use it reasonably. He wondered why the discretion was abused to that level: “To exonerate the Judiciary is wrong; the blame should be placed squarely on the judge and not the National Assembly… I believe that those that crafted the laws never in their wildest imagination contemplated that someone can steal that much. While the debate is not a review of the judgment, what we are doing is looking at the judgement with a view to tidying up the law.”

According to sources in the know, during Winners Chapel Cross Over service on Tuesday January 1st in Canaanland, Ota, Ogun state, worshipers of the church made donations of over 700 exotic cars to the church. People who felt they had been richly blessed in 2012 came to the cross over service with different donations, most significant was the number of exotic brand new cars and SUVs that flooded Canaanland. The people who donated them dropped the keys and documents of the cars during offering. The church auctioned the cars at very cheap prizes to its members. Some cars were sold for as less as N300k.

BREAKING NEWS:20 Edo Fraudsters Busted In Benin

The Economic and Financial Crimes Commission (EFCC) has arrested twenty suspected internet fraudsters. The arrest, which was carried out in a joint operation with officers of the 4 Brigade of the Nigerian Army, Benin, followed intelligence report on their activities. They were nabbed in a surprise raid on their Cyber office tucked in an old building located on Siluko Road, Benin City.

At the point of arrest, the fraudsters had in their possession forty five (45) laptops of different make, twenty eight (28) telephone sets, eight (8) internet mobile modems and one Nissan car with registration number USL 375 AG.
The suspected fraudsters are mostly in their twenties.

The suspects have made useful statements. Most of them confessed to be engaged in online dating of foreigners particularly widows. They also confessed to using different pseudo names and faces to deceive their prospective victims. They will be charged to court as soon as investigation is concluded.

BREAKING NEWS: Gunmen Invade Birnin Gwari Township In Kaduna State, Bomb Police Station And Banks

SaharaReporters has just received information from students living in Birnin Gwari town in Kaduna State to the effect that heavily armed bandits took over the Police Station in the area and burnt it down after about two hours of gun battle with troops.

The police station was completely razed in an attack that started at midnight, according to the source.
Banks and other public buildings were reportedly bombed along with the Police Station.

The source who claimed to have witnessed the attack said the bandits also planted Improvised Explosive Devices (IEDs) that exploded simultaneously in addition to sporadic gun shots.

The source also said that the whole area was sealed by the unidentified gunmen whose number could not be ascertained because of they came in the dark. Several police officers and some of the bandits are believed to have died in the attack which lasted about two hours.

“We are trapped, and under fear, we need military support to, if not there is no certainty on our lives. As I speak, they are still firing”, he said.

In October, 2012, bandits invaded the town k***ling some 20 worshippers leaving a Mosque in an early morning raid in the area.
Calls made to spokespersons of the army and police were not returned as at the time of this report.

Agenda for presidential action(A MUST READ)

YES, the more things change, the more they remain the same. Nigeria has moved, sometimes, forward and sometimes backward.

The children of today may have an ugly experience with the pit latrine but they can never imagine that a few decades ago, our cities thrived on the pail system where the night soil men carried buckets of human excrement on their heads to designated centres for onward transportation for disposal at nearby rivers. When the bucket leaked, it leaked on them.

Once upon a time, many public buildings in Benin City had elevators and escalators. Over time, they all packed up. Children born in Benin City who  may eventually spend their entire lives  here may never know about the elevator or escalator.

Like President Goodluck Jonathan, our hearts bleed for Nigeria for this lack of maintenance culture. We have picked up a lot of the President’s sentiments from his recent actions. Our fuel depots  nationwide are beginning to wear new looks. The airports are getting brighter and better.

Undoubtedly, refurbishment of existing structures is a good idea but it is hardly the stuff of which great Presidents are made. Yes, maintenance culture is good but a President cannot hinge his total transformation agenda on it.

If the President were to go about repairing all existing airports and fuel depots, it would not be quite the same as a bold attempt to initiate his own structures, which will provide lasting legacies.

Every existing airport already has a name. For instance, no amount of refurbishment and consequent commissioning and re-commissioning of the Abuja airport will change its  name from NNAMDI AZIKIWE INTERNATIONAL AIRPORT.

What is really delaying the East-West highway? Has a curse been placed on it? This would be a good legacy to leave behind for the people. Of what use would a thousand years in power be if not spent in furtherance of the cause of humanity?

From biblical times, it has been established that it is not the number of years one spends on earth that matters but the good things he does. The book of Ecclesiastes 6:3 clearly sets out conditions under which even a still- birth would be better than living up to 120 years.

In the end, no one will be judged by his struggle for naked power. In fact, if you perform in office, power will seek you out. History remains our best guide.

For good or evil, Obasanjo knew when to grind Odi and Mubi like a quid of tobacco; none of these came without criticism. What will Jonathan be remembered for?

We remember Franklin D. Roosevelt FDR (1882-1945). The rule in America had always been a maximum of two four-year tenures but FDR remains the only President who was re-elected three times. He came to power at a time when the nation was faced with the Great Depression.

He pulled America out of it by bringing about sweeping economic reforms – The New Deal: reliefs, loans, social security, social welfare and jobs through a variety of Federal Government programmes. The Americans were not going to bother themselves if a performer remained in power for life. Despite his declining health, FDR was already enjoying a fourth term before he died on 12 April 1945.

Hon Farouk Muhammad Lawan (Bagwai/Shanono Federal Constituency, Kano State) was making history until he became history. It was not by accident that people in the remotest part of Southern Nigeria wept profusely when he was “accidented” over the fuel subsidy probe.

He had endeared himself to everyone. He did not achieve his feat by being a seat warmer. He performed his legislative functions to perfection, so much that his people were not going to concern themselves with how many times he returned to the House of Representatives. He has remained in that House since 1999.

The President occupies a peculiar position. When Lawan was consumed by history, he drew the President along. How the President clears the Lawan mess and what he does about the Lawan scandal and the oil subsidy reports, all will enter into the equation when finally judging the President.

See what Comrade Adams Oshiomhole is doing in Edo State. Any wonder that at the gubernatorial election, he won in all the 192 Wards and virtually in all the polling booths throughout the State? People are already developing headaches over what becomes of Edo State when Oshiomhole leaves in 2016.

Before now, Ondo State probably had a silent understanding that no Governor goes back for a second tenure. With Gov. Olusegun Mimiko’s excellent performance, Ondo people were just too happy to break the jinx. These heights were not attained by commissioning and re-commissioning repainted buildings but by concrete achievements.

The Federal Government must do less of politicking, in-fighting and witch hunting; and do more of quality governance. With so many policy issues begging for attention, the Federal Government must lift itself above these menial renovation jobs.

No one has ever thought of looking into the whole area of our vagrancy laws. These vagrants who come from a particular part of the country have effectively taken over our cities. It is worrisome that on worship days, whether in churches or mosques, these beggars and their children outside far outnumber the worshippers inside! There must be a way of saving ourselves the embarrassment!

We could be afraid to deport them to their places of origin for fear of losing their people’s votes. But how about establishing colonies for them in our major cities? In this way, we can attempt to harvest at least their children while milking thousands of voters out of their parents.

Past leaders realized the importance of leaving their foot prints in the sands of time. The Shagari administration provided houses for the people, some in the middle of nowhere. Buhari brought about the queue culture and discipline.

Babangida provided a secretariat for each of the two political parties of his time in every Local Government Headquarter. For good or evil, Obasanjo knew when to grind Odi and Mubi like a quid of tobacco. None of these came without criticism. What will Jonathan be remembered for?

Two 3 year olds kidnapped from their home in Ketu

The kidnapping of two toddlers -  Toheeb Adedokun and Falilu Tajudeen - has thrown Taike Street, Ketu Lagos into confusion.
The two boys have some things in common. They are three-years-old and live in the same compound at number 18.
Toheeb and Falilu, who are the youngest in the house were kidnapped on Friday, and since then, nothing had been heard of them.
PUNCH Metro learnt that the toddlers were playing in front of the compound when suddenly, no one saw them again.

The parents of the children told our correspondent that no headway had been made since  they  reported the mysterious disappearance of their children  to the police five days ago.

Narrating what occurred on the fateful day, Toheeb’s father, Rasaq Adedokun, said, “I was at work and at about 9pm, my wife called me that she could not find Toheeb, who is the youngest of my three children. She also said people had been looking for him and Falilu since  6pm.

“I went back  home and we began a renewed search for them all over the place. He (Toheeb) does not go out of our compound, so I don’t know what happened that day.

“We were told that a woman selling alcoholic drinks close to our street claimed that she saw the two kids. On getting to her, we met  a man who promised to bring the kids to us by 1am and he spoke with so much confidence.

“When we called him at the said time, he told us to call again in an hour. When he was not forthcoming, we reported the matter to the police at Ketu division.”

Razaq, a commercial driver, said policemen at the Ketu Police Division, advised them to also make a report at Alapere Division and Mile 12 Police Post.

Falilu’s father, Moshood, said he had been living in the compound for over eight years, adding that no child had ever gone missing  even though many families live in the house.

The carpenter lamented that no headway had been made in police investigation as a  woman who was  arrested had been released.

Meanwhile, PUNCH Metro gathered  that there was an attempted kidnapping in the same Ketu area about two weeks ago.

It was learnt that about two weeks ago, a five-year-old boy, Dayo Olubajo, escaped being kidnapped on Ogunkoya Street.  A suspect was caught.

Dayo’s mother, Olawunmi, said, “On January 15, 2012, Dayo, who had measles at the time, came to see me where I sell rice. On his way back, a man kidnapped him.

“The man was apprehended by a young man . The  suspect was later taken to Ketu Police Division  .
The spokesperson for the state police command, Ngozi Braide, said Dayo’s kidnapper had been paraded.

She  confirmed the kidnapping of the minors.
She said, “We are making efforts to ensure that the children are returned to their parents safe and sound.

“So far, two people have been arrested and they are at Ketu Police Station. However, they will soon be transferred to SARS for further investigation. One of the suspects had told the parents that he would get the children back and claimed to have information as to their whereabouts last Friday.”

France returns smuggled Nok artefacts to Nigeria

France has returned to Nigeria five ancient terracotta sculptures smuggled out of the country in 2010.
The artefacts, of Nok origin, were found in the luggage of French citizen at a Paris airport.
Their exact value has not been disclosed, but they are believed to date back more than 3,000 years.

Nigeria's tourism minister told the BBC it was a "big achievement" in the country's campaign to recover its lost treasures from around the world.


"I feel extremely delighted," said Edem Duke, who attended the ceremony to receive the sculptures from French embassy officials in the capital, Abuja.

Over the last 85 years, Nok art has been discovered in a large area of north-central Nigeria from Jos to Kaduna. Experts say Nok art, which often represents human heads, is the earliest attempt at portraiture yet discovered in Nigeria.

Nigeria's National Commission for Museums and Monuments believes that items of Nok culture show it was the first society to have used iron in sub-Saharan Africa. (BBC)

College Provost, Bursar Bag 4 Years in Jail Each, for Mismanaging N3.3 Million Staff Salary

An Ibadan High Court has sentenced the Provost and Bursar of the Federal Co-operative College, Ibadan, Mrs. Ruth Adehwe Aweto and Mr. Adekanye Komolafe respectively to four years imprisonment without option of fine for graft charges preferred against them. The jail terms are, however, to run concurrently.
 
The presiding judge, Justice Mashood Abass found the two accused persons guilty of four out of the eight count-charge of corrupt practices levelled against them by the Independent Corrupt Practices and other Related Offences Commission (ICPC).
The two accused persons, between October 2005 and January 2006 or thereabout, being public officers in the service of the Federal Co-operative College, Ibadan, allegedly engaged in a criminal conspiracy to mislead the Federal Government.

According to the judge, from all the available evidences before the court, including the statements and evidences of the two accused persons, the college employed 41 casual workers with a monthly salary of N7.5 million of which their total entitlement supposed to be N3,690,000 for the year 2006.

He disagreed with the testimonies of the accused persons that they agreed to present and submit the budget proposal of N7, 041, 861. 15 of the college on the 41 casual workers for year 2006 based on the fact of the interview supposedly conducted for the 41 casual workers preparatory to their being confirmed as full members of staff of the college.
The convicts had claimed in their various testimonies that they used the balance to offset the outstanding workers’ salary for year 2004. But Abass emphasised that the accused admitted that they did not remit the balance of N3, 351,851,15 to government coffers in 2006. He submitted that the two accused, throughout the trial, failed to show any document or call superior officer from the Federal Government that gave them authority to convert the balance of the N3.3 million of 2006 budget, which they collected from the government.

He further declared that the two accused failed to give reasonable evidence for their action in using the balance of N3.3 million from the 2006 budget to settle part of the outstanding balance of N9 million for 2004 salary to workers when in actual fact supplementary budget had been prepared, if eventually the casual workers were employed.

In his judgment, Justice Abass noted that the prosecution had proved the case beyond reasonable doubt that the two accused, being the principal officers of the college, betrayed the trust reposed in them by the Federal Government by misappropriating the money in their custody for the smooth administration of the college.

CAN Passes Confidence Vote On Oritsejafor

Christian Association of Nigeria, CAN, yesterday, passed vote of confidence on Pastor Ayo Oritsejafor led administration, saying it is well satisfied with the way he handled its affairs.
The christian national Body had in the recent time been rocked with internal crisis, climaxed with the withdrawal of membership by the Catholic Bishops’ Conference of Nigeria, CBCN, on the allegation that CAN was being too close to the government.
Arising from its emergency meeting in Abuja, the President-in-Council said it had set in motion the process of resolving its issue
In a statement, CAN Vice President, Most Rev. Daniel Okoh said: “Some of the recent issues in CAN were discussed and it was resolved as follows: that CAN is a family. As a family, it has its own internal mechanism for resolving its issues. CAN has therefore set in motion the process for resolving these issues.”
“The President-in-Council re-affirms its implicit and explicit confidence in the CAN President, Pastor Ayo Oritsejafor in all his public statements on behalf of CAN.
“We appeal to the well known sense of social responsibility of the press in handling the current situation”.

The Islamic Terror Group, Boko Haram has rejected the earlier release announcing that they have decided to stop all there terror acts against Nigerians.

In their new audio release, Mujhahedeen Muhammad Marwana, who claims to be the second-in-command to Boko Haram leader Imam Abubakar Shekau, conducted in Hausa by phone in Bauchi State, by a foreign journalist.

Marwana speaks authoritatively about meetings between members of his group and some top Northerners, including Gov Sule Lamido, former Defence Minister, Bello Halliru, and Sheik Dahiru Bauchi. The translation, into English, did not provide any context to those meetings.

According to the source which made the tape available, the interview was broadcast yesterday, January 28, but it is unclear when it was conducted and where it was broadcast. Translated into English, the interview shows Marwana dispelling any possible dialogue with the militants because the government has allegedly killed 47 Boko Haram emissaries in dialogue efforts that have never seen the light of day. 

In the interview, Marwanna also explained Boko Haram’s predicament in Kano, stating that four principal members of their group are being “unjustly” held there and must first be released as a pre-condition for any future developments. He indicated that there are others also being held in Abuja, Maiduguri and other locations in the North.

He told his interviewer: “Many people have called us for dialogue many times but the government is fooling itself, thinking they are clever but [are] deceiving themselves. They are insisting they don’t know us, it is false, we have met their representatives many times but because of their evil plan they kept denying [us] because of their greed and wickedness.”

Marwana also reiterated that Boko Haram is following Allah’s instruction to serve him and that his group is not attacking anyone unjustly. 
He asked: “Before they attack us, have you ever see us attacking them and their cronies from the beginning? Even pressmen we have no problem with them except where there were some plots,” he said.

Apparently on the subject of treachery on the part of the government, he recalled “the first meeting” following the execution of former Boko Haram leader Mohammed Yusuf in Maiduguri.

“We were six in Shehu’s Palace,” he recalled. “From there we were 40 that met in Damaturu and only three of us survived. We went to Kaduna and met in Arewa House; of 11 of us, 10 were killed by special squad of security agencies around Tafa on Abuja way, with all these, who is a cheat and want trouble? We sat with Governor Sule Lamido, former minister of defence, Bello Halliru and Sheik Dahiru Bauchi, this is what we want our Muslim Ummah to know.”

Pastor Sentenced To Eight Years In Prison For Evangelism In Iran (PICTURED)

Christian pastor Saeed Abedini, an American imprisoned in Iran on charges of evangelizing, was sentenced this morning to eight years in prison.

According to the American Center for Law and Justice, Abedini was verbally sentenced in Tehran by Judge Pir-Abassi, known as the “hanging judge,” to eight years in prison for threatening the national security of Iran through his leadership in Christian house churches. He will serve the time in Iran’s notorious Evin Prison, known as one of the most brutal.

The evidence, the ACLJ reports, was based on Abedini’s activities primarily during the early 2000s, when house churches were not considered a threat in Iran.

“This is a real travesty – a mockery of justice,” Jordan Sekulow, Executive Director of the ACLJ, who represents Pastor Saeed’s wife and children living in the U.S., said in a statement. “From the very beginning, Iranian authorities have lied about all aspects of this case, even releasing rumors of his expected release. Iran has not only abused its own laws, it has trampled on the fundamentals of human rights. We call on the citizens of the world to rise up in protest. We call on governments around the world to stand and defend Pastor Saeed.”

Although the U.S. does not have diplomatic relations with Iran, National Security Council spokesperson Bernadette Meehan said in a statement Sunday the administration is "deeply disappointed that Saeed Abedini has been sentenced to eight years in prison in Iran on a charge related to his religious beliefs. 

"We condemn Iran's continued violation of the universal right of freedom of religion and we call on the Iranian authorities to release Mr. Abedini."

Meehan added that the State Department remains in close contact with Abedini.

The State Department also called for Abedini's release.

"Mr. Abedini's attorney had only one day (January 21) to present his defense, so we remain deeply concerned about the fairness and transparency of Mr. Abedini's trial," spokesman Darby Holladay said in a statement.

Iran's state news agency reported last Monday that Abedini, who was born in Iran but now lives in Idaho, would soon be free. But the report, which came on the first day of Abedini's trial, was seen by Abedini's wife, Naghmeh, as just another cruel manipulation.

“This is all a lie by the Iranian media," Naghmeh Abedini said. "This has been a repeated promise by the Iranian regime since Saeed was first thrown in prison on Sept. 26, 2012. We have presented bail. After the judge told Saeed’s lawyer that bail was back on the table, the family in Tehran ran around in circles today to make sure Saeed was let out on bail. But again the bail officer rejected bail."

She said her husband's attorney in Iran, Nasser Sarbazi, cautioned her that the report, first carried by the state-controlled ISNA news agency and picked up by The Associated Press, did not mean her husband was closer to freedom.

The 34-year-old father of two denied evangelizing in Iran and claims he had only returned to his native land to help establish an orphanage. Authorities pulled him off a bus last August and threw him into the notorious Evin Prison in Tehran.

The exact crimes he is accused of only became public on Monday, when the prosecutor outlined charges that Abedini undermined the Iranian government by creating a network of Christian house churches and that he was attempting to sway Iranian youth away from Islam.

"This trial apparently is focused on 13 years ago, when Pastor Saeed converted from Islam to Christianity,” Sekulow said in a statement to FoxNews.com last week.

According to the ACLJ, upon hearing the news of her husband's sentence, Naghmeh Abedini said: “The promise of his release was a lie. We should not trust the empty words or promises put out by the Iranian government. These false hopes amount to psychological torture. You don’t want to trust them, but they build a glimmer hope before the crushing blow. With today’s development I am devastated for my husband and my family. We must now pursue every effort, turn every rock, and not stop until Saeed is safely on American soil.”

Call it the blame game, responding to criticisms or outright quest for transparency in the management of the country’s resources, more information will be streaming out in the coming years as the Federal Government has taken the query from the former World Bank Vice President, Mrs. Obiageli Ezekwesili on how the  the Umaru Yar’Adua and President Goodluck Jonathan administrations  spent the $45bn left in the foreign reserves account and $22bn in the Excess Crude Account by the former President Olusegun Obasanjo administration from a critical point of view and have technically taken the former minister of education to the cleaners.
Ezekwesili , who was a former Minister of Solid Minerals and Education under Obasanjo and a founding director of Transparency International had  at the convocation lecture of the University of Nigeria, Nsukka, last week alleged the  that Nigerians had lost dignity because of ravaging poverty arising from poor choices of the elite, corruption and lack of investment in education saying that,  “The present cycle of boom of the 2010s is, however, much more vexing than the other four that happened in the 1970s, 1980s, 1990s and 2000s.This is because we are still caught up in it and it is more egregious than the other periods in revealing that we learned absolutely nothing from the previous massive failures.”
The former minister while lamenting the squandering of the significant sum of $45bn in the foreign reserves account and another $22bn in the Excess Crude Account being direct savings from increased earnings from oil that the Obasanjo administration handed over to the successor government in 2007, revealed that six years after she handed over what she described as a huge national wealth to the next government,  most Nigerians, especially the poor, continue to suffer the effects of failing public health and education systems as well as decrepit infrastructure and battered institutions.
“One cannot but ask what exactly does symbolize with this level of brazen misappropriation of public resources? Where did all that money go?
But in response to her pointers, the Minister of Information, Mr. Labaran Maku, has said that the statements made by former minister are “even more curious in light of the fact that she has held senior positions in government, and more recently, a position as a Vice President of the World Bank.”
In a statement in response to the accusation obtained by National Daily, Maku while making an attempt to clear the air said that the statements credited to Ezekwesili was not only incorrect but rather indicted the former minister  and asking her to account for how she spent the sum of N457.8 Billion while sitting as the minister for education.
“We also found Mrs. Ezekwesili's interrogation of the educational system somewhat disingenuous and borderline hypocritical. During her tenure as Minister of Education between 2006 and 2007, she collected a total sum of N352.3 billion from direct budgetary releases. In addition, she received about N65.8 billion under the Universal Basic Education Commission (UBEC) Fund, and over N40 billion from the Education Trust Fund (ETF) during her time as Minister of Education. In view of these humongous allocations, a few legitimate questions arise. What did she do with all these allocations? What impact did it have on the education sector? One wonders if our educational system would have been better today if these allocations were properly applied,” Maku said.
In explaining how funds in the excess crude oil account and external reserves were spent, Maku said that at the time the Obasanjo administration left office, the nation’s gross reserves stood at $43.13 Billion against $67 Billion being allesged by Ezekwesili.
“The statement by the former World Bank Vice President that the governments of Presidents Musa Yar'adua and Goodluck Jonathan have squandered $67 billion in reserves (including $45 billion in external reserves and $22 billion in the Excess Crude Account) left by the Obasanjo Administration at the end of May 2007 is factually incorrect. At the end of May 2007, Nigeria's gross reserves stood at $43.13 billion - comprising the CBN's external reserves of $31.5 billion, $9.43 billion in the Excess Crude Account, and $2.18 billion in the Federal Government's savings. These figures can be independently verified from the CBN's records. , The figure of $67 billion alleged in her statement is therefore clearly fictitious,” he said.
He went on to explain that since President Obasanjo left office, the reserves  experienced fluctuations, rising from $43.13 billion in May 2007, peaking at $62 billion in September 2008 during the Yar'adua/Jonathan Administration when oil prices peaked at $147 per barrel, and falling subsequently to a low of $31.7 in September 2011.
“This fall in reserves was a result of the vicissitudes of the global financial crisis which caused CBN interventions in the currency market to defend the value of the naira. The Excess Crude savings, a component of the reserves, was also used to stimulate the economy at the height of the global financial crisis to the tune of about $1 billion (or 0.5 percent of our 2009 GDP). As a result, Nigeria is one of the few countries in the world that did not seek assistance from international financial institutions. It should be noted that the fiscal stimulus used to shore up the economy during that period was shared by all 3-tiers of government, including commitments of about $5.5 billion made under the Obasanjo Administration for power projects,” the minister said.
On the use of reserves, Maku said it was fallacious of the former World Bank chief to say that the nation's external reserves were dipped into or misapplied by the Federal Government.
“It is important to note that the Federal Government cannot dip its hands into external reserves. Like in other countries, the management of external reserves is one of the statutory mandates of the Central Bank of Nigeria (CBN). Section 2 sub-section (c) of the CBN Act (2007) states that the Bank shall "maintain external reserves to safeguard the international value of the legal tender currency" – in other words, to defend the value of the Naira. No President since the democratic dispensation has contravened this Act. Other uses of the reserves are to settle both public and private sector foreign currency obligations of Nigeria, including the importation of goods such as equipment for power sector. Whenever a ministry or agency of government needs to incur approved expenditure in foreign currency (e.g. payment of goods and services, settlement of external debt, etc) it must provide the naira equivalent to the CBN before the Bank sells the required foreign currency. As a former World Bank Vice-President for Africa, surely, Mrs. Ezekwesili must have known this.”
While commending the Jonathan administration of having restored macroeconomic stability against the backdrop of global economic uncertainty, slow growth in the United States and high unemployment and unsustainable debt in Europe, Maku said Nigeria still faces challenges, most of which were built up over a long time but Nigerians  need to acknowledge the significant achievements of the administration in the aftermath of difficult but necessary macroeconomic and structural reforms being implemented in the country.
Maku described as disingenuous and borderline hypocrisy Ezekwesili’s criticism of the educational saying that during her tenure as Minister of Education between 2006 and 2007, the minister collected a total sum of N352.3 billion from direct budgetary releases.

Maku went on to describe how the economy did withing the first quarters of 2012.
“ In the first 3 quarters of 2012, Nigeria's economy grew by about 6.4 percent and is set to continue at a similar pace in 2013 according to independent forecasts. We have reduced our fiscal deficit to only 2.17 percent of GDP in the 2013 budget, while rebalancing our spending in favour of capital expenditure. These achievements have already received strong endorsement from international ratings agencies. At a time when many advanced and emerging markets are being downgraded, Fitch and S&P have upgraded our sovereign credit ratings. The inclusion of Nigeria's sovereign bonds in the emerging market bond indices of JP Morgan and Barclays also testifies to the growing confidence of the international investment community in our economy,” he said.
He went on: “We have also focused our attention on removing the bureaucratic and structural bottlenecks in the economy to enable the private sector create more jobs for our youths. In the power sector, most Nigerians will attest to improvements in power supply even as the 10 new power plants being built by this Administration are yet to fully come on stream. There have also been improvements in rail services; for example, the Lagos—Kano rail line is now fully operational and serving Nigerians for the first time in over 20 years. There have been significant improvements in road development; aviation – in particular refurbished terminals; and agriculture, where new jobs are being created every day. Serious work is ongoing to improve our ports and lower the cost of doing business and the cost of consumption in Nigeria. The government has further launched a number of initiatives targeted at creating jobs for our youth, including support for entrepreneurship through the YouWin Programme; work for the unskilled through the Community Services programme of the Subsidy Reinvestment and Empowerment Programme; and support for unemployed graduates through the Graduate Internship Programme. This administration is squarely focused on promoting a stable, non-inflationary, and inclusive economic environment for Nigeria to ensure that Nigerians can live better and more fulfilled lives.”
There has been no response yet from the former minister but being a founding member of the Transparency International and having served under the Obasanjo administration as a two time minister as well as establishing the office of due process, Ezekwesili, a highly revered and respected economist is expected to respond to the allegations leveled against her integrity.

Sanusi Has No Right To Call For Scrapping Of CAN – Oyedepo

About two weeks ago, Governor of the Central Bank of Nigeria (CBN), Malam Lamido Sanusi, was reported to have called for the ban of ethno-religious groups in the country as a way of curbing insecurity. And just when we thought the dust had settled on the matter, the senior pastor of Living Faith Church, also known as Winners Chapel,  Gideon Oyedepo, has declared that he had no right to make such a call.
Sanusi, while speaking at an inter-faith dinner organized by the Northern Reawakening Forum (NRF) in Abuja, was quoted to have said among others: “…I am opposed to regional, ethnic and religious groupings in this country. Infact, I would like the Christian Association of Nigeria (CAN), Jamatul Nasril Islam (JNI), Afenifere and all such other groups to be banned.”
Oyedepo, who is the head pastor of Winners Chapel Life Camp branch in Abuja, during the thanksgiving service to commemorate the second year anniversary of the branch, faulted Sanusi’s statement yesterday.
He said: “Sanusi is not God. He can’t call for the scrapping of the Christian Association of Nigeria (CAN).
“Nobody can scrap CAN. The government is an institution established by God, therefore, they can’t scatter God’s agenda for Nigeria. CAN is a forum where Christians meet to deliberate on how the work of God must move forward. So, I can’t see an ordinary man asking for the scrapping of the body of Christ. CAN will get back on its feet.
“There’s no way humans don’t have disagreement,” he added.

I love my girlfriend but she's got too many problems

My girlfriend and i have been dating for almost 1 year and a half now and we have never stopped loving each other and we are in our early 20's but she's got some major issues which i'm scared might lead to me leaving her some day.



She has had some family issues in the past and has faced lot of problems and pains in life and is still facing them while i have been lucky not to have gone through so much pain and problems in life so you will understand why i dont know how to handle her situation..but the thing is she is letting her problems get in the way of our relationship.Here are some things she's been doing a lot the past couple of months and sometimes i get angry rather than console her or even shout at her

1) She almost always depressed and worries too much.Always keeps reminding herself of all the bad things she has gone through in life

2) She's too emotional..she cries way too much and it pisses me off...these days i don't console her anymore,i just get angry and i show it

3) She falls sick almost every week and i feel like she exaggerates it sometimes and at some point i stopped caring too much..cos i've spent too much money on drugs already..she's already shivering at the slightest cold or rolling on the floor crying when she has a headache or her usual stomach ulcer.

4) she's too negative and complains a lot about everything and waits for me to tell her what to do and how to do it...sometimes i feel like i'm dating a baby

5) She's too clingy,always wants me to be around her,hardly gives me space,even when i tell her i need space and i go to my own house,she is calling me all the time,always wants to talk to me.
So this are the major problems i am facing with my girlfriend and i'm scared that if she continues this way i might just call it quit..every other thing is great...i love her so much and i'm scared of losing her..thats why i hope you guys can offer me and her a solution..thanks."

He Didn't Attend a Higher Institution, Should i Accept Him?

I met this guy of recent early this January. We've just been friends and from all indication he wants to be more than a friend with me. 

Anytime he is around me he keeps talking about marriage and all. The issue here is that I feel this guy did not attend a higher institution but his English is OK.

 He is a very nice guy with a good character. To some extent, one can tell the kind of person a guy is with his relationship with his present family. I have seen him with his family and the way he cares for them. He is the first child with four younger ones.

 The way he relates with his family shows they are so close. The guy is God fearing. I have not really had the liver to ask him about school issue, I don't want him to feel bad.

 There was a time we were talking and I was like for me, I want to go for my PGD this year and then my masters. He didn't say anything towards that so i sensed and decided not to talk about sch wit him. 

I am the sensitive type so I acted sensitively that day by keeping quite and not talk about school again till when am sure about his own school status. 

I have met guys who have gone to school and have all the degrees but I couldn't stay with them cos of their character.

Now the problem is, should the school issue be a priority to marry one. This guy sells cars for a living. He has two offices in town here in Abuja.

 He is on his own and has people working for him. But I have my reservation about the school tin. Could it be because I have never dated someone who didn't school?

Iran claims to have sent monkey into space...and returned it 'intact'

Iran successfully launched a live monkey into space last week, the Fars news agency reported today.

There is no independent confirmation of the achievement and there have been no announcements by Western powers of any Iranian launch late last week.

The monkey was said to have returned 'intact', an achievement the Iranians celebrated as an advance in a missile and space programme that has given the West and Israel cause for concern.

The monkey was said to have been sent up in a Kavoshgar rocket that climbed to a height of more than 75 miles before returning.

In 2011, President Mahmoud Ahmadinejad unveiled the space capsule designed to carry the live monkey into space but that attempt was reported to have failed.

At the time, Fazeli touted the launch of a large animal into space as the first step towards sending a man into space, which Tehran says is scheduled for 2020.
